Ghana’s Vice-Presidential Candidate Highlights Free SHS Policy at University of Memphis

Dr. Matthew Opoku Prempeh, running mate to Ghana’s presidential candidate, Alhaji Dr. Mahamudu Bawumia, delivered a keynote address at the University of Memphis, showcasing the New Patriotic Party’s (NPP) education policy achievements, particularly the Free Senior High School (SHS) initiative launched in 2017.

Prempeh, the former Education Minister, outlined the transformative impact of the Free SHS program, which has increased access to secondary education across Ghana. He noted that over 5 million students have benefited from the initiative, with a sharp reduction in dropout rates and improved enrollment.

Key accomplishments of the Free SHS program include reducing the number of students who fail to take up their SHS placement, cutting the rate from 35% to 17%. The introduction of the Double Track system has allowed the program to accommodate the increased number of students. In addition, transition rates, particularly in northern Ghana, have significantly improved. Teacher education and continuous professional development have also been enhanced, with core subject performance improving, as over 60% of students are now achieving qualifying grades.

Prempeh emphasized the importance of equity in the system. The 30% equity policy ensures that spaces in top-performing schools are reserved for students from public basic schools, enabling children from disadvantaged backgrounds to access quality education.

“Education is key to a progressive, productive country and essential for development,” Prempeh stated, adding that Ghana’s commitment to education has made it a model for the rest of Africa.

The event was attended by university faculty members, leaders from the Centre for International Education Services, the African Student Association, and a diverse group of Ghanaian and international students. Prempeh’s visit further strengthened the ties between Ghana and the University of Memphis, promoting future collaboration in education.

His address reinforced the NPP’s vision for education, focusing on expanding access, promoting equity, and maintaining high standards.
