ORAL Team to Complement State Institutions – Okudzeto Ablakwa

Samuel Okudzeto Ablakwa, the Chairman of the newly formed Operation Recover All Loot (ORAL) team, has assured the public that the team will not replicate the functions of state anti-corruption bodies. Instead, it will focus on collecting evidence and coordinating efforts to recover stolen state assets, particularly during the transitional period of President-elect John Mahama’s administration.

Key Members of the ORAL Team

The ORAL team comprises five notable figures known for their expertise and integrity:

  • Daniel Domelovo (former Auditor-General)
  • Nathaniel Kofi Boakye (retired Commissioner of Police)
  • Martin Kpebu (private legal practitioner)
  • Raymond Archer (investigative journalist)

A Complementary Role

Speaking on Citi FM’s Eyewitness News, Ablakwa emphasized that the ORAL team’s role is preparatory and does not interfere with the mandates of existing state institutions such as the Auditor-General’s Department or the Office of the Special Prosecutor.

“This team will not duplicate the efforts of any state institutions. It is a preparatory body focused on gathering evidence, halting ongoing looting schemes, and collaborating with relevant agencies,” Ablakwa explained.

Transitional Accountability

Ablakwa further clarified that the ORAL team is essential for addressing corruption during the transitional period, as it prevents perpetrators from regularizing their actions or absconding with stolen assets.

“We aim to salvage what can be saved and stop the hemorrhage now. People are engaging with the new administration, and we are gathering evidence to ensure accountability,” he noted.

Collaboration with State Agencies

While the ORAL team will lead initial efforts, Ablakwa assured that state institutions will eventually take over the investigation and recovery processes. He underscored the team’s commitment to transparency and synergy with existing anti-corruption frameworks.

“This is not a standalone or duplicative effort. It is an initiative to reinforce and support the capacity of state institutions to recover looted resources and restore public trust,” he reiterated.

Mahama’s Broader Accountability Agenda

The ORAL initiative aligns with President-elect Mahama’s vision of enhancing accountability and curbing corruption in the public sector. The team’s work is expected to complement the broader efforts of institutional reforms under the new administration.

This collaborative approach aims to ensure a seamless transition, safeguard public resources, and strengthen governance systems in Ghana.
