
IMANI Africa and security expert Professor Kwesi Aning have filed an injunction at the Supreme Court to prevent President John Dramani Mahama from dismissing Inspector-General of Police (IGP) Dr. George Akuffo Dampare and other top security officials.

The injunction challenges the President’s authority to terminate the appointments of key public officers without evidence of misconduct.
The plaintiffs argue that the removal of the IGP and other heads of uniformed security services should only occur in cases of proven misconduct or incapacity.
They assert that the President lacks the power to appoint new individuals to these positions unless the current officeholders are deceased, incapacitated, or have resigned.
Filed on March 13, 2025, at 11:00 AM, the motion for an interlocutory injunction seeks to restrain the Attorney-General, the President, and the respective councils of the Ghana Immigration Service, Ghana Police Service, National Fire Service, and Ghana Prisons Service from removing or suspending the heads of these services until the case is resolved.
This legal action highlights the ongoing debate over presidential powers and the need for constitutional clarity in the appointment and removal of key public officers. The Supreme Court has adjourned the case, giving the Attorney-General seven days to file a statement of case.
