The Internal Audit Agency (IAA) has launched the 2025 Revised Risk-Based Internal Audit (RBIA) Manual and a new Strategic Plan (2025-2028) to enhance public sector financial management and accountability.

Speaking at the launch, the Director-General of the IAA, Dr. Eric Oduro Osae, emphasized that Ghana is among the first countries to adopt the new Global Internal Auditing Standards (GIAS), positioning the nation at the forefront of internal audit reforms.

“As the Government of Ghana resets the economy through accountability and reduced corruption, the internal audit practice is positioning itself to support this agenda by strengthening control systems,” Dr. Osae stated.

He highlighted that the transition to risk-based auditing aligns with the PFM Act 2016 (Act 921) and will enhance financial discipline across public institutions.

Key milestones achieved include:

  • Adoption of the new GIAS standards on February 22, 2024
  • A roadmap to ensure compliance by January 9, 2025
  • Review of internal audit charters in all public institutions
  • Establishment of audit committees in 99% of public sector institutions

Dr. Osae also noted challenges such as resource constraints, professional abuse of internal auditors, and delays in amending the Internal Audit Agency (Amendment) Bill.

However, he assured that efforts are underway to restructure and professionalize public sector internal auditing, including the rollout of an Audit Management Information System (AMIS) with support from the World Bank, EU, and GIZ.

“With optimism and determination, let us embark on this transformation journey together. I am confident that working together, we can uplift our practice and support the Government to protect the public purse,” he urged.

The new RBIA Manual and Strategic Plan will guide internal auditors in safeguarding public funds, reducing corruption, and promoting value for money in government spending.
