
The Member of Parliament for Assin South and Ranking Member on Parliament’s Defence and Interior Committee, Rev. John Ntim Fordjour, has questioned the National Democratic Congress (NDC) government over its newly introduced Energy Sector Recovery Levy, popularly dubbed the “Dumsor Levy.”

On his Twitter platform, Ntim Fordjour compared the recently abolished e-levy, which charged GH¢10 on every GH¢1,000 sent via mobile money, and the new Dumsor Levy, which imposes a fee of GH¢83 on every GH¢1,000 worth of fuel purchased, arguing that the new tax is significantly worse.
“On E-Levy, you paid GHS10 on every GHS1,000 MoMo you sent, yet we all agreed it needed to be abolished. On D-Levy, you’ll pay GHS83 on every GHS1,000 of fuel you buy,” Ntim Fordjour stated.
He questioned whether Ghanaians would have supported the NDC if the party had included such a levy in its 2024 campaign promises.
“Was D-Levy part of NDC’s manifesto? Would you have voted for NDC if they promised you that you’d pay GHS83 on every GHS1,000 fuel you buy?” he asked.
According to Ntim Fordjour, the financial burden of the D-Levy will disproportionately affect ordinary Ghanaians, particularly commercial drivers and okada riders, who will pass the cost onto passengers. Private vehicle users, he warned, would “be worse off.”
“In the end, our citizens will be ripped off big time, for the votes they cast for NDC,” he stated.
Describing the levy as deceptive and exploitative, Ntim Fordjour accused the NDC of betraying public trust.
“NDC has disingenuously scammed Ghana with D-Levy! NDC’s Dumsor Levy is far worse than the E-Levy that was demonized.”
He further called out the government for contradicting its previous stance on the country’s power crisis, popularly known as “dumsor.” While the NDC had dismissed suggestions that load-shedding was ongoing and refused to publish a schedule, Ntim Fordjour said the new levy exposed the truth.
“NDC said they had abolished dumsor. They denied the prevalence of dumsor when Ghanaians demanded a load-shedding schedule. Turns out they need to impose a hefty Dumsor Levy on Ghanaians before they can keep our lights on,” he noted.
