The government has recovered GH¢107 million in loan repayments from Ghana EXIM Bank, while some questionable loan disbursements have been referred to security agencies for further investigation, the Minister of Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, has revealed.

Speaking at the Government Accountability Series on Wednesday, January 21, the Minister said the referrals are part of ongoing efforts to strengthen oversight, improve credit quality, and ensure timely recovery of defaulted loans.
“In 2025, the Ghana EXIM Bank disbursed a total of 304 million in line with stringent credit creation policy to strengthen credit quality and my emphasis stringent credit creation policy. This is not money for the boys or money for the girls. You must satisfy the requirement; you must show that the credit you are taking is going to inure to the benefit of the economy. You must show the ability to repay the loan because this is not free money. They also went to work in respect of repayment and received 107 million from loans that had been given and that were not paid,” she said.
According to Minister Ofosu-Adjare, Ghana EXIM Bank disbursed GH¢304 million in 2025 under a strict credit creation policy intended to ensure that loans support economic growth and are repaid promptly.
She added that recovery efforts on legacy loans are ongoing, with legal proceedings initiated in several cases, while unexplained loan disbursements have been referred to the appropriate security agencies.
“There are loans that we do not know how they were disbursed; we have referred them to the appropriate quarters for the same to be dealt with expeditiously,” the Minister emphasized.
The disclosures highlight the government’s commitment to ensuring accountability, transparency, and proper utilisation of public financial resources within Ghana EXIM Bank.
