GH¢10bn Cocoa Debt: Mahama convenes emergency cabinet meeting today

President John Dramani Mahama has called an emergency Cabinet meeting today, February 11, as the government moves to confront the escalating financial turmoil in the cocoa sector.

The high-level meeting follows growing anxiety over delayed payments to cocoa farmers and mounting liquidity pressures within the industry.

This was disclosed by Minister of State for Government Communications, Felix Kwakye Ofosu, in a Facebook post on Tuesday, February 10, 2026.

Pressure has been building from multiple fronts, including the Minority in Parliament, which has repeatedly urged swift intervention to prevent further deterioration. Ranking Member on Parliament’s Food, Agriculture and Cocoa Affairs Committee, Isaac Yaw Opoku, has accused the government and COCOBOD of failing to reimburse Licensed Buying Companies (LBCs), warning that the ripple effects are crippling cocoa purchasing operations.

According to him, outstanding payments owed to LBCs now exceed GH¢10 billion, a development that has left many farmers unpaid for months and struggling to sustain their farms.

The prolonged delays have fueled frustration across cocoa-growing communities, with farmers demanding immediate settlement of arrears and calling on COCOBOD to move beyond assurances.

COCOBOD, however, maintains that it has begun releasing funds to LBCs to clear outstanding payments and is exploring new financing arrangements to restore stability to the sector.

Today’s Cabinet meeting is expected to focus on urgent liquidity support measures and longer-term reforms aimed at protecting one of Ghana’s most critical export industries.
