Gov’t to scrap double-track system in SHS by 2027 – Ato Forson

The government has announced plans to phase out the double-track system in all senior high schools by 2027 as part of efforts to expand access and improve the quality of secondary education in Ghana.

Presenting the 2026 Budget Statement and Economic Policy to Parliament on Thursday, November 13, Finance Minister Dr. Cassiel Ato Forson said the phase-out would begin in 2026 through targeted investments in infrastructure, staffing, and teaching resources to restore full-time schooling for all students.

“From 2026, the government will implement an education expansion plan to phase out the double-track system and ensure every Ghanaian child attends school full-time,” Dr. Forson told Parliament.

He explained that the government would complete 30 abandoned E-Block projects and upgrade 40 existing senior high schools across the country to increase classroom capacity and address overcrowding, the main reason the double-track system was introduced.

Dr. Forson added that the Ministry of Education would collaborate with the Ghana Education Trust Fund (GETFund) and the Ghana Secondary Learning Improvement Programme (GSLIP) to ensure the timely delivery of the projects.

He said teacher recruitment, classroom furniture, science laboratories, and ICT facilities would also be prioritised to enhance teaching and learning outcomes nationwide.

The double-track system, introduced in 2018 under the Free Senior High School policy to manage high enrolment levels amid limited infrastructure, divided students into alternating groups. While it expanded access, it drew criticism for disrupting academic flow and placing extra strain on teachers.
