GWL inaugurates 10 Revenue Enhancement Teams to boost collections and curb illegal connections

Ghana Water Limited (GWL) has inaugurated ten Revenue Enhancement Teams nationwide as part of a strategic effort to improve revenue collection, reduce indebtedness, and ensure the long-term sustainability of the company.

The official inauguration took place on Wednesday, 4th February 2026, during a press briefing addressed by the Managing Director, Mr. Adam Mutawakilu, and members of GWL’s top management.

According to him, the decision to expand the teams from three to ten follows the success of a pilot phase launched in August 2025, which recorded significant gains in detecting illegal connections and recovering lost revenue.

“Encouraged by the success of the three teams, Management has decided to increase the number of teams. Today, we are adding seven additional teams, bringing the total to ten fully operational Revenue Enhancement Teams nationwide,” Adam Mutawakilu stated.

Adam Mutawakilu noted that each team will operate nationwide and will work closely with the commercial, technical, legal, and ICT units of the company, using data-driven monitoring and customer engagement strategies.

He further disclosed that the teams will operate in collaboration with National Security personnel to ensure the safety of staff during inspections and enforcement activities, following earlier incidents where officers were attacked in the line of duty.

He explained that the teams represent a strategic, structured, and nationwide response to protect our revenue and strengthen sustainability, adding that their mandate is clear and multifaceted.

The teams will focus on improving revenue collection, reducing GWL’s indebtedness, detecting and eliminating illegal connections, verifying meters, correcting billing anomalies, supporting the reduction of Non-Revenue Water, and educating customers to encourage voluntary compliance.

Adam Mutawakilu stressed that the teams are not punitive in nature.

“Importantly, they are not punitive teams. They are corrective, protective, and supportive teams. We seek compliance, not confrontation. We seek fairness, not hardship. We seek sustainability for the benefit of all,” he emphasized.

The Managing Director noted that the Revenue Enhancement Teams will carry out targeted inspections, meter audits, data-driven monitoring, regularization of illegal connections, and customer engagement, working closely with GWL’s Commercial, Technical, and Legal units.

He further highlighted the critical role revenue plays in sustaining water delivery across the country.

“Every cedi collected supports chemicals and electricity, plant maintenance, pipe replacements, network expansion, technology upgrades, and overall service improvement for our customers,” he said.

Adam Mutawakilu, therefore, appealed to customers to pay their water bills promptly and to engage the company early if they encounter challenges.

“Ghana Water Limited belongs to all of us. Its sustainability is our shared responsibility,” he added.
