Mahama orders immediate review of NLA–KGL deal

President John Dramani Mahama has ordered an immediate review and possible renegotiation of the contract between the National Lottery Authority (NLA) and KGL Technology Limited to protect the public interest and ensure value for money.

The directive, issued on December 24, 2025, signed by the Secretary to the President, Dr. Callistus Mahama, follows investigations by The Fourth Estate and subsequent consultations with the Attorney-General and Minister for Justice, as well as the Minister for Finance, over concerns surrounding the contract arrangement.

According to the directive, the review will focus on the legal foundation, scope, duration, and financial terms of the agreement. It will also assess revenue-sharing structures, fees, commissions, exclusivity clauses, and any contingent liabilities imposed on the State.

The review team is further expected to determine whether the contract complies with the Constitution, the Public Procurement Act, the National Lottery Act, and all required statutory approvals. Additional areas to be examined include performance obligations, transparency provisions, data ownership, audit rights, and any clauses that may disadvantage the State or weaken regulatory oversight.

Pending the outcome of the review, all parties involved have been directed to fully cooperate and grant unrestricted access to all relevant contracts, correspondence, financial records, and operational data.

The Attorney-General, in collaboration with the Minister for Finance and the sector Minister responsible for the National Lottery Authority, has been mandated to constitute a joint technical team to conduct the review and submit its findings and recommendations to the President within a specified timeframe.

Where grounds for renegotiation are established, the team is expected to ensure that revised terms enhance fiscal returns to the State, strengthen governance and accountability, protect regulatory authority, and align the agreement with government policy objectives and international best practices.
