The Member of Parliament for Old Tafo, Vincent Ekow Assafuah, has petitioned the Office of the Special Prosecutor (OSP) to investigate alleged conflict of interest and abuse of office involving the Acting Deputy Chief Executive of the Ghana Cocoa Board (COCOBOD), Ato Boateng.

In the petition, the MP is urging the OSP to probe Mr. Boateng’s alleged links to Atlas Commodities Limited, a company he previously led as Chief Executive Officer, and determine whether his current role at COCOBOD has created a regulatory conflict.
According to the petition, concerns have been raised that Mr. Boateng may have used his position to benefit his former company, an act the MP argues could contravene provisions of Ghana’s Constitution and COCOBOD’s internal regulations.
The controversy also touches on allegations that Atlas Commodities engaged in irregular operations, including the storage of cocoa beans in warehouses reportedly registered to another licensed buying company, Produce Buying Company (PBC).
The petition further highlights broader concerns about COCOBOD’s financial position. The cocoa regulator is said to be grappling with significant liabilities, with reports indicating that loans and outstanding obligations stood at about GH¢17.8 billion at the beginning of 2025.
Mr. Assafuah is therefore calling for a full-scale investigation into the matter, citing the need to protect the integrity of the cocoa sector and safeguard the interests of Ghanaian cocoa farmers.
As of the time of filing this report, the Office of the Special Prosecutor had not publicly responded to the petition.
