Tema Oil Refinery (TOR) has taken a significant step toward entering the Sustainable Aviation Fuel (SAF) space following a high-level Business Implementation Brainstorming Session convened by the Ghana Civil Aviation Authority (GCAA) in collaboration with the International Civil Aviation Organization (ICAO) under the ICAO ACT-SAF Project.

The engagement, which focused on advancing strategies for a Sustainable Aviation Fuel Feedstock Implementation Feasibility Study, ended with a technical site familiarisation visit to the refinery.
During the visit, officials held in-depth discussions on TOR’s operational readiness to integrate SAF production into its existing refining processes.
Discussions also centred on the refinery’s broader strategic alignment with Ghana’s Green Energy Transition agenda. TOR reaffirmed its commitment to strengthening its Environmental, Social, and Governance (ESG) framework while positioning itself to support aviation decarbonisation efforts.
As part of its transition roadmap, TOR has formally indicated that it will adopt a co-processing option within its existing infrastructure as a near- to medium-term pathway for SAF production.
In the long term, the refinery is evaluating Hydroprocessed Esters and Fatty Acids (HEFA/HEFRA) technology under its proposed Refinery Expansion Project as a scalable solution.
The move, stakeholders say, underscores TOR’s determination to contribute meaningfully to Ghana’s aviation carbon reduction targets while supporting regional compliance with emerging global Sustainable Aviation Fuel mandates.
